Impact of decree 707 on citizen security in Ecuador: a legal and constitutional analysis on gun ownership and carrying

Ecuador faces a critical situation with increasing homicides and loss of state authority. Therefore, the article examines the authorization of gun ownership and carrying in Ecuador under Decree 707 issued by President Guillermo Lasso in April 2023, in response to rising insecurity due to organized crime, drug trafficking, and prison crises. This measure has sparked intense debate regarding its appropriateness, constitutionality, and effectiveness in enhancing citizen security. It has divided opinions and raised doubts about its impact on security and human rights. The study employs a legal-correlational approach, using analytical-synthetic and historical-logical methods to dissect and analyze the variables of gun ownership and carrying and their impact on security. The primary finding indicates that government's role is crucial in correctly implementing the provisions of the legislation. Therefore, challenges and opportunities need to be closely monitored.
