The State plays a fundamental role in the formation, transformation and development of societies, and has the obligation to protect different groups, especially those that require priority attention, such as adolescent offenders. To fulfill this responsibility, it is necessary to apply public policies with a human rights approach that support the process of reeducation and treatment of these young people. To this end, this study focuses on comprehensively analyzing public policies and socio-educational measures for adolescent offenders, by considering the individual, family, social and educational factors that influence their criminal behavior. To do this, Saaty's AHP method has been used, where it has been identified that individual factors have the greatest impact on criminal behavior, followed by family, social and educational factors. Furthermore, it was found that current policies lack a comprehensive approach and do not adequately address these risk factors. It is concluded that it is essential to implement a scheme of actions that mitigates the impact of risk factors to improve the effectiveness of policies
